Is the FAIR Plan the only option in Bel Air, Brentwood or Beverly Hills?
No: in 2022, 24.4% of insured homes in the Bel Air, Brentwood and Beverly Hills ZIP codes were on California's FAIR Plan, so most were with other insurers. The Plan held 6,720 residential policies in those ZIP codes on September 30, 2026, after the Palisades Fire burned nearby in January 2025.
The short version
- The FAIR Plan held 6,720 policies in the ZIP codes of Bel Air, Brentwood and Beverly Hills on September 30, 2026, up 53% since 2022.
- In 2022, 46.0% of insured homes in Bel Air's 90077 were on the FAIR Plan, the highest share of the three ZIP codes.
- The City of Los Angeles requires brush cleared and trimmed within 200 feet of buildings, year-round, in its Very High Fire Hazard Severity Zone.
- Get an estimate of your home's rebuild cost, then ask standard insurers before specialty insurers, keeping the FAIR Plan as the last stop.
Which of the three ZIP codes leans on the FAIR Plan most?
Bel Air's 90077 does. Nearly half of Bel Air's insured homes in 90077, 46.0%, had FAIR Plan coverage in 2022, the Department of Insurance reports.
In 2022, Beverly Hills' 90210 stood at 28.8% and Brentwood's 90049 at 11.8%, against 3.2% statewide.
The FAIR Plan held 6,720 residential policies in Bel Air, Brentwood and Beverly Hills on September 30, 2026, up from 4,405 on September 30, 2022. Brentwood's 90049 grew fastest over those four years, from 984 policies to 2,121.
The Plan rates 32% of those Bel Air, Brentwood and Beverly Hills policies in its own High wildfire-risk tier, short of the 37% statewide. Two of the three, Bel Air's 90077 and Beverly Hills' 90210, are labeled distressed areas, a flag the FAIR Plan carries, as of its September 30, 2026 count. Brentwood's 90049 is not.
In 2023, the Department's figures show 8.7% of voluntary home policies across Bel Air, Brentwood and Beverly Hills non-renewed (1,129 policies), matching the statewide rate. That count leaves out the FAIR Plan and covers owners who sold or switched insurers as well as insurer decisions.
Census figures for 2020 to 2024 put second or seasonal homes at 2.0% of Bel Air, Brentwood and Beverly Hills housing, below the state's 2.4%.
The Malibu and Calabasas guide follows four Los Angeles hill ZIP codes, 90210 among them.
What did the January 2025 fires change in Bel Air and Brentwood?
The Palisades Fire began in Pacific Palisades on January 7, 2025. By April 9, 2026, CAL FIRE's incident page counted 6,845 structures destroyed across its 23,448 acres.
Bulletin 2025-1 from the Insurance Commissioner listed Brentwood's 90049 and Bel Air's 90077 under the Palisades Fire. It listed Beverly Hills' 90210 under the Sunset Fire.
That bulletin's ban on wildfire-risk cancellations and non-renewals in the three ZIP codes lasted one year from January 7, 2025, and has ended. How moratoriums work explains the rules that still apply.
Across Bel Air, Brentwood and Beverly Hills, the FAIR Plan's count dipped from 6,790 on September 30, 2025, to 6,720 a year later.
What brush rules apply in Bel Air and Brentwood?
Bel Air and Brentwood are in the City of Los Angeles. The Los Angeles Fire Department (LAFD) sets brush rules for the city's Very High Fire Hazard Severity Zone. Owners there must keep native brush, weeds, grass and trees cleared and trimmed within 200 feet of any building, year-round, under the city's Fire Code.
The 200 feet count from buildings on neighboring lots too, and the rule adds 10 feet beside combustible fences and driveways.
The department's page, last revised February 9, 2017, does not list which lots are in the zone, so look up your address first.
Keep dated photos of each clearing to show an insurer the work.
The state Board of Forestry approved its 2026 Fire Risk Reduction Community List on June 17, 2026. It names the County of Los Angeles, but neither the City of Los Angeles nor the City of Beverly Hills.
Can you rent out a home in Bel Air, Brentwood or Beverly Hills?
The answer depends on the city, not the ZIP code, so check which city your address is in. ZIP code 90210 crosses a city line: the Census Bureau's 2020 maps place more of its land in the City of Los Angeles than in Beverly Hills. Beverly Hills prohibits short-term rentals in all single-family and multifamily units, and the ban covers rooms, guest houses, ADUs, and pools or yards.
A first lease in Beverly Hills must run at least 12 months, under Ordinance 25-O-2918, in effect since September 5, 2025. Month-to-month leases are allowed only after that first year.
Bel Air, Brentwood and the Los Angeles part of 90210 follow the City of Los Angeles's Home-Sharing Ordinance, in effect since July 1, 2019. Short stays, of 30 days or less, are allowed only in a host's primary residence, where the host lives more than six months a year. Hosts register with the city: a Regular registration allows up to 120 days a year, and more days need an approved Extended Home-Sharing registration.
Either way, a rental changes the policy you need, so tell your insurer before it starts. What changes when you rent out your house covers landlord policies.
| City of Los Angeles (Bel Air, Brentwood) | City of Beverly Hills | |
|---|---|---|
| Stays of 30 days or less | Allowed only in the host's primary residence, after registering | Prohibited in single-family and multifamily units |
| Days a year | Up to 120 days a year on a Regular registration, more with Extended Home-Sharing | None allowed |
| Rooms, guest houses and ADUs | Only the unit the host lives in counts as the primary residence | Included in the ban, with pools and yards |
| In effect since | July 1, 2019 | A first lease of at least 12 months, since September 5, 2025 |
How should a Bel Air or Beverly Hills owner shop for a policy?
Before you call an insurer, get a written estimate of what it would cost to rebuild your home today.
Then set that figure beside the FAIR Plan's limit. Its policy form says its limits "may not exceed the maximum policy limits that we offer," and the FAIR Plan's coverage limits gives the figure.
A FAIR Plan fire policy on a Bel Air, Brentwood or Beverly Hills home also leaves out burst-pipe water damage, theft and injuries to visitors. One homeowners policy from a standard or specialty insurer can cover those as well.
The Department of Insurance's advice, in its September 18, 2026 alert, is to check standard insurers with an agent or broker first.
