From Ukiah to Gualala, is home insurance harder to get in Mendocino County?

Somewhat harder than the California average: in 2022 the FAIR Plan insured 6.7% of Mendocino County homes that had coverage, about twice the 3.2% statewide. The Plan held 4,924 Mendocino County policies on September 30, 2026, up 168% from 2022, after the 2017 Redwood Valley Fire and the 2020 August Complex. Ukiah held the most, 1,271, while Gualala's 362 had none in the Plan's High wildfire tier.

How much has Mendocino County's FAIR Plan count grown since 2022?

Mendocino County's 26 ZIP codes held 4,924 residential FAIR Plan policies on September 30, 2026, up from 1,836 four years earlier, a rise of 168%. Statewide, the Plan grew 150% over the same four years, so Mendocino County outpaced California only slightly. Mendocino County's count rose again in the latest year, from 4,483 on September 30, 2025.

Ukiah's ZIP code, 95482, led the county on September 30, 2026, with 1,271 policies, up from 239 in 2022. Willits followed with 1,057, then Fort Bragg with 506.

In 2022, the Department of Insurance's figures put 1,738 Mendocino County homes with the FAIR Plan, the state's fallback for fire coverage, and 24,175 with other insurers.

Of the Mendocino County home policies written outside the FAIR Plan, 9.8% were not renewed in 2023, a little above California's 8.7%. That 9.8% includes people who sold a house or picked a new insurer, the Department of Insurance's fact sheet explains.

Each Mendocino County ZIP code gets a flag the FAIR Plan carries for any place where insurance is hard to find, in the September 30, 2026 count. The same count put 37% of Mendocino County's FAIR Plan policies in the Plan's High wildfire tier, matching the statewide 37%, against 53% next door in Lake County.

Mendocino County's fires of 2017, 2018 and 2020

The Redwood Valley Fire started late on October 8, 2017, north of Highway 20, and burned 36,523 acres in Mendocino County. CAL FIRE's page for the fire, last updated October 24, 2022, lists 543 structures destroyed and nine civilians killed.

Less than a year later, on July 27, 2018, the Ranch Fire began off Highway 20 near Potter Valley. The largest part of the Mendocino Complex, it spread into Colusa, Glenn and Lake counties, burned 410,203 acres and destroyed 246 structures, CAL FIRE reports. Its smaller companion, the River Fire, burned near Hopland and into Lake County.

Lightning started the August Complex on August 16, 2020. It burned 1,032,648 acres across Mendocino and six other counties and tops CAL FIRE's list of the largest California wildfires, dated October 2, 2024.

By the Department of Insurance's Appendix C estimate, 48.5% of Mendocino County's dwelling units faced high or very high wildfire risk, compared with 12.1% across California. The estimate weights catastrophe modelers' scores over homes counted as of January 1, 2015.

What do the state's fire maps show for Mendocino County?

Under the state map in effect since April 1, 2024, 801,225 acres of state-protected land in Mendocino County are in the Very High zone. Local land adds 9,967 Very High acres on the 2025 maps sent to cities and counties, according to the State Fire Marshal's county acreage figures.

The FAIR Plan's own wildfire tiers vary widely from town to town. On September 30, 2026, Willits had 69% of its FAIR Plan policies in the High tier, while none of Gualala's or Point Arena's were.

The hazard map does not set a price by itself. Insurers rely on risk models of their own, the State Fire Marshal's guide says, which weigh how easily a building could burn and factors that change often. Those models probably draw on much of the map's data, and checking your own zone still tells you which fire rules apply to your land.

Mendocino County has several names on the Board of Forestry's list of Fire Risk Reduction Communities for 2026, in effect from July 1, 2026. They include the Albion Little River and Leggett Valley fire protection districts, the Elk Community Services District and the Round Valley Indian Tribes. The County of Mendocino itself is not listed.

For a FAIR Plan policy, a home located in a listed community can earn the Plan's community discount, its November 2025 discount sheet says. The sheet adds that discounts are subject to change, so ask the FAIR Plan whether your address counts.

Vacation rentals inland and on the Mendocino coast

Vacation homes make up a bigger share of housing in Mendocino County than statewide. The Census Bureau's 2020 to 2024 American Community Survey counts 11.0% of housing units in Mendocino County's ZIP codes as seasonal, recreational or occasional-use homes, against 2.4% statewide.

Inland, the county's zoning code has no rules written for short-term rentals. The county has long allowed them under its room-and-board rule with a business license, its August 2026 business license packet explains. A parcel without frontage on a publicly maintained road needs a major use permit.

Along the coast outside city limits, vacation home rentals are allowed with a business license in every zone that allows a single-family home. Short-term rentals in the Town of Mendocino have a waiting list, and the county's Planning and Building Services gives timelines and openings. Inside Ukiah, Fort Bragg, Willits or Point Arena, the city handles the business license.

The county's rental guidance says nothing about insurance. Your own policy decides whether paying guests are covered, and what a home policy says about short-stay guests is the place to start.

Casa's questionnaire covers how you use the home and whether any part of it is rented out. A second home answers that same questionnaire plus a few questions about its use, such as whether someone checks on it while it sits empty.

Steps for a Mendocino County homeowner

To non-renew a Mendocino County policy, an insurer must deliver or mail a notice at least 75 days (90 days beginning January 1, 2028) before the policy ends. SB 1301's 2028 rules give that letter more time and more detail.

A FAIR Plan policy on a Mendocino County home pays mainly for fire and smoke damage. Wind and hail come only as an add-on, and the policy leaves out a burst pipe's water, theft, and an injured guest at a vacation rental.

Replacing the FAIR Plan with a single homeowners policy would close those gaps, so ask standard and specialty insurers about one before each renewal.

Then gather what an insurer will ask about:

  • The roof's material, its age and any replacement receipts.
  • Pictures of brush cleared from around the house, with dates.
  • Whether you rent the home to guests, and how often.
  • The years of the latest wiring, plumbing and heating work.
  • Your current declarations page and a note of any recent claims.
