The FAIR Plan's South Los Angeles policies, ZIP code by ZIP code

These figures cover ten core South Los Angeles ZIP codes: 90001, 90002, 90003, 90011, 90037, 90044, 90047, 90059, 90061 and 90062. In the FAIR Plan's ZIP code report for September 30, 2026, the ten held 15,367 residential policies. Some definitions of South Los Angeles also take in 90007, 90008, 90016, 90018 and 90043, which these figures leave out.

The Plan's September 30, 2026 count gave 90011, in South Los Angeles, 2,834 policies, the 26th most of any California ZIP code. Next in South Los Angeles came 90044 with 2,221, 90003 with 1,997 and 90001 with 1,925.

In 2022, the FAIR Plan covered 24.6% of the insured homes in 90011, in South Los Angeles, by the Department of Insurance's count. Among the 269 California ZIP codes with at least 10,000 insured homes that year, only Placerville's 95667 had a higher share.

South Los Angeles's FAIR Plan count stood at 12,818 on September 30, 2022, rose to 15,381 by September 30, 2025, and held level at 15,367 a year later.

In its September 30, 2026 tier report, the Plan placed none of its 15,367 South Los Angeles policies in the High wildfire tier, against 37% statewide. The distressed mark, a flag the FAIR Plan carries, appeared on none of the ten South Los Angeles ZIP codes in that September 30, 2026 file.

The Department of Insurance counted 8,200 non-renewed home policies outside the FAIR Plan in the ten South Los Angeles ZIP codes in 2023, or 10.0%. The statewide rate was 8.7%, and both counts take in owners who sold, moved or chose another insurer.

Only 0.1% of housing in those South Los Angeles ZIP codes was a second or seasonal home in Census survey estimates for 2020 to 2024, against 2.4% statewide.

Do owners or landlords hold the FAIR Plan policies in South Los Angeles?

Both, in large numbers. On September 30, 2026, 6,200 of the FAIR Plan's 15,367 South Los Angeles policies covered homes rented to tenants, by the Plan's own file. Another 9,095 covered homes their owners live in.

Statewide on September 30, 2026, rented homes made up about 17% of the Plan's policies. In 90011, South Los Angeles's largest FAIR Plan ZIP code, the split was nearly even: 1,459 owner-occupied homes and 1,358 rented ones.

Once a tenant lives in a house, the owner usually needs a landlord policy (insurers call it a dwelling fire policy) instead of a homeowners policy. The guide to renting out your California house covers the switch.

If you live in one unit of a duplex and rent the other, insuring a duplex you live in explains the choices.

City or county: which short-stay rules cover a South Los Angeles address?

Check which government your address falls under first. By the Census Bureau's 2020 maps, 90003, 90011, 90037 and 90062 lie entirely or almost entirely in the City of Los Angeles. Small edges of 90001, 90002 and 90059 fall inside Huntington Park, Lynwood or Compton, which set their own rules.

The other six reach into unincorporated Los Angeles County. Florence-Graham, which the county calls Florence-Firestone, covers most of 90001's land and almost a third of 90002's. Parts of 90044, 90047, 90059 and 90061 lie in Westmont, West Athens, Willowbrook or West Rancho Dominguez.

Inside the City of Los Angeles, a host may home-share only their primary residence, a home they live in for more than six months a year. A Regular registration under the city's guidelines, revised September 28, 2026, allows up to 120 days of stays a year.

Units under the city's Rent Stabilization Ordinance cannot be registered. An ADU applied for since January 1, 2017, qualifies only with its own certificate of occupancy, and only if it is the host's primary residence.

In the unincorporated parts, Los Angeles County's short-term rental ordinance has applied since October 7, 2024. It allows short stays only in a host's primary residence, lived in at least 275 days a year, and bars ADUs.

Unhosted stays are limited to 90 nights a calendar year. The county's FAQ adds a duplex rule: a host in one half of an attached duplex cannot rent the other half short term. A long-term tenant living there may register it, with the owner's notarized consent.

A January 2025 county resolution lifted the ADU ban and the 90-night cap to house fire-displaced people through May 31, 2026, unless renewed. The county's rental page still posted that notice on October 29, 2026, so confirm which rules apply.

Neither the city's guidelines nor the county's ordinance mentions insurance. Each insurer sets its own terms for paying guests, so have yours put its answer in writing before a guest arrives. The guide to paying guests and homeowners insurance lists the questions.

Where to start when a South Los Angeles renewal comes due

When a South Los Angeles FAIR Plan renewal arrives, ask standard insurers first for a single policy on the whole home, then specialty insurers.

In an alert dated September 18, 2026, the Department of Insurance counted more than a dozen insurance groups committed to staying and growing in California. It advised asking an agent or broker which standard insurers will write the home, and turning to the FAIR Plan after that.

The FAIR Plan's dwelling policy pays only for the causes of loss it lists, such as fire, lightning and smoke. It leaves out theft, burst-pipe water damage and injuries on the property, as the FAIR Plan's coverage gaps explains.

For a rented South Los Angeles home, ask each insurer in writing what pays if a tenant or guest is injured there. For an older house, the guide to homes built before 1960 lists the wiring, plumbing and roof questions insurers ask.
