What the FAIR Plan's count shows for the five ZIP codes

The FAIR Plan counted 4,350 residential policies on September 30, 2026, in Tehachapi (93561), Frazier Park (93225), Pine Mountain Club (93222), Lebec (93243) and Keene (93531).

The Tehachapi and Frazier Park total stood at 2,158 on September 30, 2022, and 4,164 on September 30, 2025.

The Plan rates each policy in one of its own three wildfire tiers. On September 30, 2026, 77% of the Tehachapi and Frazier Park policies were in its High tier and only 53 in its Low tier, against 37% High statewide. A High tier is the Plan's own call, not a state fire zone.

On September 30, 2026, all five ZIP codes from Tehachapi to Frazier Park were among 576 that bore a flag the FAIR Plan carries for distressed areas.

The Department of Insurance's 2022 count put 13.4% of insured homes in the Tehachapi and Frazier Park ZIP codes on the FAIR Plan, compared with 3.2% for California. That share ran from 7.8% in Tehachapi to 41.5% in Pine Mountain Club.

Second homes are common in the mountain ZIP codes. From Tehachapi to Frazier Park, the Census Bureau's 2020 to 2024 survey counts about one housing unit in ten as a seasonal or occasional home, against 2.4% statewide.

The larger Borel Fire began on July 24, 2024, along Highway 178 east of Democrat, and CAL FIRE lists 223 structures destroyed. The Kern River Valley guide covers that fire in full.

The Hughes Fire started on January 22, 2025, on Lake Hughes Road near Castaic Lake in Los Angeles County. CAL FIRE's page, last updated January 6, 2026, puts it at 10,425 acres. Both moratoriums have ended, so a wildfire-risk non-renewal is possible here again. Learn how a moratorium is declared in case a new fire comes close.

How do Kern County's fire rules apply in Tehachapi?

Kern County's 2025 fire-zone page names Kern County Fire Department the local agency for fire protection in the City of Tehachapi, as in unincorporated areas. The page posts a separate local map for the city.

State law requires "100-foot defensible space clearance" around existing homes in a State Responsibility Area, or in a local map's High or Very High zone.

A seller there must also disclose the zone to buyers and have the home inspected as part of the sale, the county adds.

The county's page says the earlier maps dated from "around 2007," and some areas moved to a higher zone. Find your home's zone before you ask for quotes.

Tehachapi's fire agency, Kern County Fire Department, appears on the state's Fire Risk Reduction Community List for 2026, though neither the city nor the county does.

Getting ready for a renewal in Tehachapi or Frazier Park

California law has an insurer mail or deliver a non-renewal notice at least 75 days (90 days beginning January 1, 2028) before the policy ends. Spend those days on standard insurers first, then specialty insurers, and consider the FAIR Plan only after both say no.

A weekend place in Pine Mountain Club or Frazier Park goes through Casa's same questionnaire. The answer "Second or seasonal home" adds a few questions about when the place sits empty.

On a Pine Mountain Club cabin, a FAIR Plan policy won't pay for frozen-pipe flooding, theft while the cabin is empty, or a visitor's injury. Compare full policies that would replace it before you renew.

Gather these once, and they serve every quote:

  • Your roof's age and material, plus the permit or invoice for the last roof.
  • Dated photos of the 100 feet of clearance around the house.
  • Records of upgrades to the wiring, plumbing, heating or electrical panel.
  • For a part-time home, who checks on it and whether the water is off in winter.
