On September 30, 2026, the Plan held 1,931 policies in Topanga's ZIP code, 90290, and put every one in its High wildfire tier. How did Topanga's FAIR Plan count move from 2022 to 2026?

Topanga's FAIR Plan count rose 7% in four years, from 1,810 policies on September 30, 2022 to 1,931 on September 30, 2026. Over the same years, the Plan's statewide count rose 150%.

The numbers point to an early start, not a late one. In the Department of Insurance's figures for 2022, 1,792 of the 2,353 insured homes in 90290 were already on the FAIR Plan.

That 76.2% share put Topanga third among California ZIP codes with 500 or more insured homes. Among those ZIP codes, only Cedarpines Park's 92322 and Silverado's 92676 stood higher in 2022.

Topanga's count dipped in the latest year, from 1,966 policies on September 30, 2025 to 1,931 a year later. Topanga's 90290 ranked 63rd in California by count on September 30, 2026.

Topanga is not a city. Census Bureau maps from 2020 put about 97% of the land in 90290 outside any city, with slivers inside Calabasas and Los Angeles.

Which 2025 moratoriums covered Topanga's ZIP code?

Two state bans on wildfire non-renewals named Topanga's 90290 in 2025. Each ran for a year from the date the Governor declared the emergency, and both have ended.

Bulletin 2025-1 listed 90290 under the Palisades Fire, for one year starting January 7, 2025, which was also the fire's first day. CAL FIRE dates the fire's containment to January 31, 2025.

The Palisades Fire started southeast of Palisades Drive in Pacific Palisades and burned 23,448 acres in Los Angeles County. Its CAL FIRE page, updated April 9, 2026, counts 6,845 structures destroyed.

Topanga felt the fire on its roads too. In July 2025, Los Angeles County opened a $250,000 grant fund for Malibu and Topanga businesses. It covered losses from long closures of Pacific Coast Highway and Topanga Canyon Boulevard.

Bulletin 2025-12 listed 90290 again, for one year from June 18, 2025, under the Franklin Fire. That fire began December 9, 2024, on Malibu Canyon Road and was contained December 18, 2024, by CAL FIRE's page.

A moratorium pauses non-renewals over wildfire risk only, and only for policies already in place on the day of the emergency declaration. How a wildfire moratorium works covers the rest.

How does the FAIR Plan grade wildfire risk in Topanga?

The FAIR Plan's file for September 30, 2026 graded all 1,931 Topanga policies High for wildfire. Across California, 37% of the Plan's policies were graded High.

Topanga's 90290 kept a flag the FAIR Plan carries, in both its March 31, 2026 and September 30, 2026 files. Statewide, flagged ZIP codes fell from 1,006 to 576 between those dates.

CAL FIRE's hazard maps exist to guide local planning, not insurance decisions, the Department of Insurance said in an alert dated April 4, 2025. Insurers rely on wildfire models of their own, the source of your home's wildfire score. To see the state's zone for your own Topanga address, use the fire hazard zone lookup.

In 2023, 119 of the 574 Topanga home policies written outside the FAIR Plan were non-renewed, 20.7%, against 8.7% statewide. Those Department of Insurance counts include owners who sold or switched insurers on their own.

Can you rent a Topanga home to short-stay guests?

Unincorporated Los Angeles County requires a county registration certificate before a host rents out a home, or rooms in it. The rule covers guest stays of no more than 30 days in a row.

The county allows short stays only at the home the host lives in for at least 275 days a year. Its registration rules took effect October 7, 2024, with a yearly fee of $914.

The Treasurer and Tax Collector's page adds a limit: registration does not apply in coastal zones, where it calls short-term rentals "currently unregulated." The county's Santa Monica Mountains coastal zone reaches about five miles inland.

Ask the county's planning department whether your Topanga property sits inside the coastal zone before you list it.

Paying guests also raise an insurance question that the county's certificate does not answer. Read what a home-sharing add-on covers before the first booking.

Looking past the FAIR Plan from Topanga

With most insured Topanga homes on the FAIR Plan in 2022, a fire policy is the usual starting point. Theft, water from a burst pipe and injuries to visitors fall outside it, so weigh other ways to replace a FAIR Plan policy at each renewal.

Each renewal is a chance to ask standard insurers first, then specialty insurers, whether one homeowners policy could cover the whole home. Specialty insurers write homes standard insurers turn down. Most homeowners never see them, because they're sold only through licensed agents and brokers.

The Board of Forestry's list of June 17, 2026 names the County of Los Angeles a 2026 Fire Risk Reduction Community. The FAIR Plan's November 2025 discount sheet offers a community discount for homes in listed communities, and the Plan decides each address. The sheet warns that its discounts may change.

If an insurer will not renew, California requires notice at least 75 days (90 days beginning January 1, 2028) ahead of the end date, by mail or delivery. Start the search the week the notice comes.
