Do Yucaipa, Redlands and Mentone homes have choices besides the FAIR Plan?
Yes: in 2023, insurers other than the California FAIR Plan renewed 31,501 Yucaipa, Redlands and Mentone home policies and wrote 3,392 new ones, the Department of Insurance counted. The FAIR Plan still grew there, to 5,785 policies on September 30, 2026. All four ZIP codes sat under a wildfire moratorium during the 2020 El Dorado Fire.
The short version
- Other insurers renewed 31,501 home policies and wrote 3,392 new ones across Yucaipa, Redlands and Mentone in 2023, the Department of Insurance counted.
- The FAIR Plan held 5,785 policies in Yucaipa, Redlands and Mentone on September 30, 2026, up 285% from 1,504 in 2022.
- Yucaipa's 92399 had the 16th largest FAIR Plan count of any California ZIP code on September 30, 2026, at 3,505.
- Before renewing on the FAIR Plan, ask standard insurers and then specialty insurers to quote one policy for the whole house.
How much of the Yucaipa and Redlands market still sits outside the FAIR Plan?
Most of it. In 2022, the FAIR Plan covered 3.8% of insured homes in Yucaipa's 92399, Redlands' 92373 and 92374, and Mentone's 92359, the Department of Insurance found. That was a little above California's 3.2%.
The Department's 2023 counts show 39,005 home policies outside the FAIR Plan in those four ZIP codes. Insurers renewed 31,501, wrote 3,392 new and non-renewed 4,112.
That non-renewal rate, 10.5% for Yucaipa, Redlands and Mentone, ran above California's 8.7%. CDI's counts include owners who left or switched insurers. Owners start 75% to 80% of non-renewals, according to past research the Department cited in January 2025.
The Department's alert of September 18, 2026 told homeowners to "talk to an agent or broker about admitted market options before turning to the FAIR Plan." Admitted insurers are what this guide calls standard insurers.
Where in Yucaipa, Redlands and Mentone has the FAIR Plan grown?
Everywhere, but Yucaipa holds the most. The FAIR Plan's count across the four ZIP codes rose from 1,504 on September 30, 2022, to 5,785 on September 30, 2026, against a 150% rise statewide.
Yucaipa's 92399 went from 958 FAIR Plan policies to 3,505, the 16th largest count in California on September 30, 2026. In 2022 the Plan covered 5.8% of its insured homes.
Redlands' 92373 grew from 347 to 1,329, and Redlands' 92374 from 66 to 466, a 606% rise from a small base. In 2022, the FAIR Plan covered just 0.6% of insured homes in 92374.
Mentone's 92359 rose from 133 to 485. The last year added 24% across the four ZIP codes, from 4,667 policies on September 30, 2025.
Few homes here are second homes. Census estimates for 2020 to 2024 count 0.7% of Yucaipa, Redlands and Mentone housing as seasonal, against 2.4% statewide.
The FAIR Plan's own files group Yucaipa's 92399, Redlands' 92373 and Mentone's 92359 in a region it calls the SB Mountains. It files Redlands' 92374 under Southern California.

What wildfire moratoriums have covered Yucaipa, Redlands and Mentone?
Three years of them, all now ended. During a moratorium, insurers may not cancel or non-renew home policies in a listed ZIP code over wildfire risk, for one year.
The El Dorado Fire started September 5, 2020, at Oak Glen Road and Potato Canyon Road, west of Oak Glen. CAL FIRE's page, last updated November 18, 2020, gives 22,744 acres in San Bernardino and Riverside counties, and containment on November 16, 2020.
During that fire, Bulletin 2020-11 listed all four ZIP codes for one year from September 6, 2020. Oak Glen itself lies within Yucaipa's 92399, by the Census Bureau's 2020 maps.
The year before, the Sandalwood Fire began October 10, 2019, at Calimesa Boulevard and Sandalwood Drive. CAL FIRE counts 74 structures destroyed and two civilians killed, and lists the City of Yucaipa in its unified command.
Its list, under the Governor's October 11, 2019 declaration, took in 92399, 92373 and 92374 for a year. A second 2019 list, for the Hillside Fire, added Mentone's 92359.
In 2024, Bulletin 2024-9 named 92399, 92374 and 92359 for the Line Fire. That year of protection started September 7, 2024, two days after the fire began north of Highland. To look up a newer listing, see the moratorium guide.
Fire tiers, the flag and the 2026 community list
On September 30, 2026, the FAIR Plan rated 2,098 of its 5,785 policies in Yucaipa, Redlands and Mentone High for wildfire, or 36%, close to California's 37%. Mentone's 92359 ran highest, at 60%, and Redlands' 92374 lowest, at 16%.
Yucaipa, Redlands and Mentone each lost a flag the FAIR Plan carries in 2026. All four ZIP codes were marked as distressed areas on March 31, 2026, and none were by September 30, 2026, in the Plan's own files.
The 2026 Fire Risk Reduction Community List took effect July 1, 2026, after a Board of Forestry vote on June 17. Three local agencies here made it: the City of Yucaipa, the City of Redlands and the San Bernardino County Fire Protection District.
Under the FAIR Plan's discount sheet, revised in November 2025, a home in a listed community can earn a discount. The Plan decides whether a given Yucaipa or Redlands address qualifies, and the sheet says discounts can change.
Before your next Yucaipa, Redlands or Mentone renewal
FAIR Plan dwelling rates are 29.1% higher on average for new policies and renewals on or after October 15, 2026. Some homes see more than that, and some see less.
City lines matter for local rules. By the Census Bureau's 2020 maps, the City of Yucaipa holds about half the land in 92399, and unincorporated Oak Glen more than a quarter. Mentone is unincorporated, so county rules apply there.
Under Section 84.28.020 of San Bernardino County's Development Code, its short-term rental permit applies only in the Mountain and Desert Regions. For a home in unincorporated Mentone, ask the County whether the permit applies to your address. Yucaipa and Redlands set their own rules, so check with the city before you rent out a room or a home.
Specialty insurers are the second place to look after standard ones. Most homeowners never see them, because they're sold only through licensed agents and brokers.
A FAIR Plan policy leaves out several common losses, which the FAIR Plan coverage gaps guide lists. Have your roof's age, dated photos of cleared brush and any wildfire upgrades ready when you ask for quotes.
