Does the FAIR Plan hold four times its 2022 count in the Santa Clarita Valley?
More than four times: the California FAIR Plan held 12,696 policies in nine Santa Clarita Valley ZIP codes on September 30, 2026, against 2,973 on September 30, 2022. The Santa Clarita Valley's count rose 18% in the year to September 30, 2026, and Valencia's 91354 alone went from 54 policies in 2022 to 1,017.
The short version
- The FAIR Plan held 12,696 policies in nine Santa Clarita Valley ZIP codes on September 30, 2026, up 327% from 2,973 in 2022.
- Valencia grew fastest from 2022 to 2026: its 91354 went from 54 FAIR Plan policies to 1,017, and its 91355 from 10 to 290.
- Every Santa Clarita Valley ZIP code was under a one-year wildfire moratorium in 2025, and each has ended.
- Gather roof and brush-clearing records, then shop standard insurers first and specialty insurers second, ahead of a FAIR Plan renewal.
Where are the Santa Clarita Valley's FAIR Plan policies?
The FAIR Plan counted 12,696 residential policies in nine Santa Clarita Valley ZIP codes in its report for September 30, 2026. Those ZIP codes are 91321, 91350, 91351, 91354, 91355, 91381, 91384, 91387 and 91390. The Santa Clarita Valley's count was 2,973 on September 30, 2022, so it rose 327% in four years, against 150% statewide.
Castaic's 91384 held the most, 2,356, the 40th largest count of any California ZIP code on September 30, 2026. Canyon Country's 91387 was close behind at 2,342.
The steepest climbs came where the FAIR Plan had been rare. Valencia's 91354 went from 54 policies in 2022 to 1,017, and Valencia's 91355 from 10 to 290.
Newhall's 91321, from 235 to 1,302, grew 18th fastest in California among ZIP codes whose FAIR Plan count was 200 or more on September 30, 2022.
The latest year added more: the Santa Clarita Valley's count grew 18%, from 10,778 on September 30, 2025, to 12,696.
In 2022, the FAIR Plan covered 4.5% of insured homes in the nine Santa Clarita Valley ZIP codes, the Department of Insurance found, compared with 3.2% across California. The shares ran highest in Castaic's 91384, at 14.4%, and in 91390, at 14.1%.
The Department of Insurance counted 6,384 Santa Clarita Valley home policies non-renewed in 2023 among those written outside the FAIR Plan, a rate of 9.4%. California's rate was 8.7%, and the counts take in owners who left after a sale or a switch, as well as insurers' decisions.
Just 0.2% of Santa Clarita Valley housing was second or seasonal homes in American Community Survey estimates for 2020 to 2024, compared with 2.4% statewide.

How often have wildfire moratoriums covered the Santa Clarita Valley?
Moratoriums covered Santa Clarita Valley ZIP codes in 2019, 2020, 2022, 2024 and 2025, for a year each time. A moratorium bans cancelling or non-renewing a home policy because of wildfire risk in ZIP codes the Insurance Commissioner lists after a declared emergency.
In 2019, the Saddleridge Fire's moratorium covered all nine Santa Clarita Valley ZIP codes, and the Tick Fire's covered seven of them. The Tick Fire began October 24, 2019, at Tick Canyon Road and Summit Knoll Road in Canyon Country.
CAL FIRE's incident page for the Tick Fire, last updated October 31, 2019, counts 4,615 acres burned and 22 structures destroyed.
In 2020, the Holser Fire's moratorium covered Stevenson Ranch's 91381 and Castaic's 91384 for a year from August 18, 2020. In 2022, the Route Fire's covered five of the nine: Valencia's 91354 and 91355, Stevenson Ranch's 91381, Castaic's 91384 and Santa Clarita's 91390. In 2024, the Mountain Fire's covered 91381 again, from November 7, 2024.
In January 2025, the Hurst Fire's moratorium covered seven Santa Clarita Valley ZIP codes, and the Hughes Fire's covered five, so all nine were protected for a year.
By CAL FIRE's count, updated January 6, 2026, the Hughes Fire burned 10,425 acres after it started near Castaic Lake on January 22, 2025.
All of those moratoriums have ended. The latest, tied to the Hughes Fire, began January 27, 2025, and lasted one year. To check whether a newer one covers your ZIP code, see the moratorium guide.
Wildfire tiers, fire maps and the 2026 community list
Of the FAIR Plan's 12,696 Santa Clarita Valley policies, 21% were in its High wildfire tier at the September 30, 2026 count, compared with 37% across California. The share was highest in 91390, at 53%, and in Castaic's 91384, at 35%.
The FAIR Plan's March 31, 2026 file gave all nine Santa Clarita Valley ZIP codes its distressed-area mark, a flag the FAIR Plan carries. By its September 30, 2026 file, only Castaic's 91384 and Santa Clarita's 91390 kept it.
The City of Santa Clarita designated its fire hazard severity zones in 2025, by Ordinance 25-4. The state's fire hazard maps serve local planning, the Department of Insurance said on April 4, 2025. Insurers decide where to write and renew with their own wildfire risk models.
Los Angeles County, which governs unincorporated Castaic, Stevenson Ranch, Val Verde and Agua Dulce, is one of 12 counties named on the 2026 Fire Risk Reduction Community List. The City of Santa Clarita is not on it, and the Board of Forestry voted the list in on June 17, 2026.
The FAIR Plan's wildfire discount sheet, last revised in November 2025, has a discount for homes in a listed community. Whether a Santa Clarita Valley address qualifies is the Plan's call, and the sheet notes that its discounts can change.
City and county rental rules across the Santa Clarita Valley
Which rules apply depends on where your address sits. By the Census Bureau's 2020 maps, Stevenson Ranch's 91381 and Castaic's 91384 lie almost entirely outside the City of Santa Clarita. Most of the land in 91390 and 91387 does too, and of the rest, only 91350 sits almost wholly inside the city.
On October 29, 2026, the City of Santa Clarita's code held no short-term rental ordinance. The city taxes stays of 30 days or less at 10% of the rent, except in a private home rented only infrequently. Since May 27, 2025, its nuisance rules can also reach a "hosting platform" that books home-sharing or vacation rentals.
Inside the city, the Planning Division's ADU handout, posted in March 2026, says an ADU "cannot be rented out for less than 30 days." Insuring an ADU in California covers what a rented ADU changes.
Castaic, Stevenson Ranch and the valley's other unincorporated towns follow Los Angeles County's short-term rental rules, which took effect October 7, 2024. Only a host's primary residence may take short-stay guests, the host registers each year, and an ADU may not be used.
To house people the January 2025 fires displaced, a county resolution suspended the ADU ban and other limits through May 31, 2026, unless the Board renewed it. The Treasurer and Tax Collector's rental page still showed that notice on October 29, 2026, so ask that office which rules apply now.
The handout and the county's ordinance are silent on insurance. A tenant or a paying guest still matters to your insurer, so report the change in writing before it happens.
Shopping beyond the FAIR Plan from Valencia to Castaic
Start with standard insurers and ask for one homeowners policy that covers the whole house, then try specialty insurers before renewing on the FAIR Plan.
The Department of Insurance's alert of September 18, 2026 told consumers not to wait on a pending insurer approval before they shop. The same alert said more than a dozen insurance groups had pledged to stay in California.
Have records ready on your roof's age, dated photos of brush clearing, and receipts for wildfire safety work. Which wildfire upgrades earn discounts explains the work that counts.
A FAIR Plan policy pays only for fire and the few other causes of loss it names, so read what it leaves out before you renew one.
Questions people ask us
Which part of the Santa Clarita Valley holds the most FAIR Plan policies?
Castaic's 91384 had the most Santa Clarita Valley FAIR Plan policies on September 30, 2026, at 2,356, the 40th largest count in California. Canyon Country's 91387 came next, with 2,342.
Did the 2025 wildfire moratoriums cover Valencia and Castaic?
The Hughes Fire's moratorium covered Valencia's 91354 and 91355 and Castaic's 91384 for one year from January 27, 2025. The Hurst Fire's had already covered Valencia's 91355 from January 7, 2025, and both have ended.
How long must a City of Santa Clarita ADU rental run?
The City of Santa Clarita's ADU handout says an ADU "cannot be rented out for less than 30 days." In unincorporated areas such as Castaic, Los Angeles County's ordinance bars ADUs from short-term rental use. A 2025 fire resolution set that ban aside through May 31, 2026, unless the Board renewed it.
Does a fire hazard zone decide Santa Clarita home insurance?
Insurers decide which Santa Clarita Valley homes to take, and at what price, with their own wildfire models, the Department of Insurance said on April 4, 2025. The Department added that the state's fire hazard maps are meant for local planning.
